河北水利电力学院简介
河北水利电力学院坐落于沧州市,是由河北省人民政府举办、省教育厅主管、与沧州市人民政府共建的全日制普通本科院校,是河北省第二批向应用技术类型高校转型发展试点单位。学校始建于1950年河北省水利厅技术干部训练班,2016年升格为普通本科院校。2025年,经教育部高等教育评估评价专家委员会审议,顺利通过本科教学工作合格评估。
办学条件:学校占地面积35.93万平方米,建筑面积23.14万平方米,教学科研仪器设备总值15315万元,纸质图书110.9万册。校内实验实训室83个,校外实践教学基地209个。
办学规模:设有水利工程系、电力工程系、土木工程系、电气自动化系、经济贸易系、计算机系、交通工程系、机械工程系、马克思主义学院、基础部、体育教学部、继续教育中心等12个教学单位;现有全日制在校生10879人,其中本科生10872人,占学生总数的99.94%。
师资队伍:现有教职工716人,其中专任教师517人。专任教师中高级职称教师占比32.34%,博士、硕士学位教师占比94.39%,“双师双能型”教师占比46.51%。现有省级教学团队7个,省级课程思政教学团队4个,省级教学名师8人,教师获省级以上荣誉称号23个。
教学建设:现有本科专业37个,涵盖工学、管理学、经济学、文学四大学科门类。建有省级一流本科专业10个、一流本科专业建设点1个、省级应用型转型示范专业2个、国家级一流课程1门、河北省高校精品在线开放课程4门、省级一流本科课程9门、省级课程思政示范课程4门。学校获批教育部在线教育研究中心“2018年智慧教学试点项目”单位、河北省课程思政教学研究示范中心。
科学研究与社会服务:建有河北省重点实验室1个,河北省技术创新中心3个,河北省高校应用技术研发中心1个,沧州市技术创新中心7个。近三年,累计承担各级科研项目710项;授权专利71项;实现科技成果转化19项;签订产学研合作协议58项;技术合同登记备案158项;派出省级科技特派员79人次,并且河北省科技特派员工作室两次综合绩效考核优秀。“再现运河”游船科普活动受中国科协表扬,荣获“2023年全国科普日优秀活动”称号;“智汇田野 绿动未来”获评“2024年河北省全国科普日优秀活动”称号。“河北省智慧交通科普教育基地”成功入选2023年度河北省科普教育基地。与沧州市水务局联合成立河北省首家河湖长学院,为沧州市各级河湖长及河湖长制工作人员提供科学系统的培训,2024年获批“继续教育发展共同体项目实验校”。2025年荣获河北省社会科学成果二等奖1项。
人才培养:学校始终坚持应用型人才培养定位,落实立德树人根本任务,培养理论基础实、实践能力强,具有家国情怀和创新精神的德智体美劳全面发展的高素质应用型人才。建校至今,为社会输送了6万余名毕业生,为区域经济社会和水利电力行业发展做出了积极贡献,为学校赢得了良好的社会声誉。学校荣获“河北省2023年度毕业就业创业工作典型示范高校”称号。

Institutional Profile
Hebei University of Water Resources and Electric Engineering (HWUEE) is a public undergraduate institution located in Cangzhou, Hebei Province. Founded in 1950 as a technical training program under the Hebei Water Resources Department, the university was accredited as a full-degree undergraduate institution in 2016. In 2025, HWUEE successfully passed the Chinese Ministry of Education’s Undergraduate Teaching Qualification Evaluation, affirming its commitment to academic quality and institutional development.
HWUEE is a public institution governed by the Hebei Provincial Government and supervised by the Provincial Department of Education, in partnership with the Cangzhou Municipal Government. It has been designated as a pilot institution for transitioning into an applied-technology university within Hebei Province.
Campus and Infrastructure
The university occupies a campus area of 359,300 square meters, with a total built area of 231,400 square meters. It is equipped with teaching and research facilities valued at approximately RMB 153.15 million and maintains a library collection of 1.109 million physical volumes. HWUEE supports hands-on learning through 83 on-campus laboratories and training centers, along with 209 off-campus practical training bases.
Academic Structure and Enrollment
HWUEE comprises the following 12 academic units: Hydraulic Engineering, Electric Power Engineering, Civil Engineering, Electrical Automation, Economics and Trade, Computer Science, Transportation Engineering, Mechanical Engineering, the School of Marxism, General Education, Physical Education, and the Continuing Education Center. Current full-time enrollment stands at 10,879 students, of which 10,872 (99.94%) are undergraduates.
Faculty
The university employs 716 staff, including 517 full-time faculty members. Among them, 32.34% hold senior academic titles, 94.39% possess doctoral or master’s degrees, and 46.51% are recognized as “dual-qualified” instructors with both academic and industry expertise. HWUEE has 7 provincial-level teaching teams, 4 provincial-level ideological education teaching teams, 8 provincial-level distinguished teachers, and 23 provincial or national honors awarded to faculty members.
Academic Programs and Development
HWUEE offers 37 undergraduate programs across four disciplines: Engineering, Management, Economics, and Liberal Arts. It has established 10 provincial-level first-class undergraduate programs, 2 provincial demonstration programs for applied education transformation, and multiple high-quality courses at the national and provincial levels. The university was also selected as a “Smart Teaching Pilot Project” institution by the Ministry of Education’s Online Education Research Center and hosts a Provincial Curriculum Ideology and Pedagogy Research Center.
Research and Community Engagement
Research infrastructure includes 1 Hebei Provincial Key Laboratory, 3 Provincial Technology Innovation Centers, 1 University Applied Technology R&D Center, and 7 Municipal Technology Innovation Centers. In the past three years, faculty have undertaken 710 research projects, obtained 71 patents, completed 19 technology transfers, and registered 158 technology contracts. The university has signed 58 industry-academia-research cooperation agreements and dispatched 79 provincial-level science and technology commissioners, whose studio has been rated “Excellent” in two comprehensive performance assessments.
The university is also highly active in science outreach and public service. Its “Reappearing the Canal” cruise science popularization activity was commended by the China Association for Science and Technology and awarded the title of “National Outstanding Science Day Activity of 2023.” Another initiative, “Intelligence in the Fields, Green into the Future,” was recognized as a “Hebei Provincial Outstanding National Science Day Activity of 2024.” Furthermore, the “Hebei Smart Transportation Science Education Base” was designated as a Provincial Science Education Base in 2023.
In partnership with the Cangzhou Water Authority, HWUEE established Hebei’s first “River and Lake Chief Academy”, providing professional training in water governance. In 2024, it was designated an experimental institution for the Continuing Education Development Community initiative.
Talent Development
HWUEE is committed to cultivating well-rounded, applied professionals with strong theoretical grounding, practical skills, and a sense of social responsibility. To date, the university has graduated over 60,000 students, contributing significantly to regional development and the water resources and power industries. It was recognized as a “Demonstration Institution for Graduate Employment and Entrepreneurship in Hebei Province” in 2023.
